Loin des belles villas, des véhicules tout terrain et des rues pavées, c’est la poussière, la promiscuité, la pauvreté qui caractérise le quartier Baraka qui est un quartier pauvre. Ce quartier se trouve à Dakar au Sénégal dans la commune de Sicap Liberté où la majeure partie de la population est analphabète et avec un faible taux de scolarisation des enfants.
Far from the beautiful villas, all-terrain vehicles and paved streets, it is the dust, the promiscuity, the poverty which characterizes the Baraka district which is a poor district. This neighborhood is located in Dakar, Senegal in the municipality of Sicap Liberté where the majority of the population is illiterate and with a low rate of schooling of children.
Even though there were children studying outside Baraka, most spent their days dragging and playing in the neighborhood for lack of follow-up. Parents left in the morning around 7 am to go to work or sell in the surrounding markets to put some things on the table for their children.
The « Cité Baraka » project, whose activities were officially launched in March 2018, continues with the construction of the first six (06) buildings.
The construction of the foundation of five out of six buildings has started and the sixth will be started shortly.
Casa Orascom representatives Alex Calderoni, Paula Abad and Antonio Galdon paid a follow-up visit to the site on September 11, 2018. This visit was guided by Mr. Boubacar Mané, representative of HOPE’87-Senegal, a local partner of the YOU Foundation – Education for Children in Need (Germany) as well as members of the Baraka Development Committee.
The work began with the relocation of 76 families impacted by 78 by the works. These families are relocated in Baraques built by Baraka artisans with the support and support of Casa Orascom.
These households located to the west, north, east and south of the construction site are installed as follows on the road towards the health hut, in front of the Liberté VI Baraque market and in front of the IT Center.
Secure toilets are also built for these households and connected to the sanitation network of the National Office of Sanitation of Senegal (ONAS).
These households like Mamadou Diallo and his family live at ease in their new Baraques. Mr. Diallo is very happy because he has two barracks that are each 3m30 / 3m while he occupied before a room of 4m / 3m with his children.
Mrs. Kady Diallo, a breakfast vendor in the neighborhood, is also very reassured to stay on site to develop her business but to see the progress of the work of the building site and thank you very much « Mama Blonde ».
Ms. Thilo Ba is a woman who transforms agricultural products and works with her family to prepare Couscous made from millet, from which she received an order.

Le projet « Cité Baraka » dont les activités ont été lancées officiellement en Mars 2018 se poursuit avec la construction des six (06) premiers immeubles.
La construction de la fondation des cinq immeubles sur six a démarré et le sixième sera commencé sous peu.
Les représentants de Casa Orascom à savoir Alex Calderoni, Paula Abad et Antonio Galdon ont effectué une visite de suivi du chantier le 11 Septembre 2018. Cette visite a été guidée par M Boubacar Mané, représentant de HOPE’87-Sénégal, partenaire local de la YOU Fondation- Education pour Enfants en Détresse (Allemagne) ainsi que des membres du comité de développement de Baraka.
Les travaux ont démarré par le relogement de 76 familles impactées sur 78 par les travaux. Ces familles sont relogées dans des Baraques construites par les artisans de Baraka avec l’appui et le soutien de Casa Orascom.
Ces ménages situés à l’ouest, au nord, à l’est et au sud du chantier sont installés comme suit sur l’axe routier vers la case de santé, en face du marché Liberté VI Baraque et en face du Centre IT.
Des toilettes sécurisées sont aussi construites pour ces ménages et raccordées au réseau d’assainissement de l’Office Nationale de l’Assainissement du Sénégal (ONAS).
Ces ménages à l’image de Mamadou Diallo et sa famille vivent à l’aise dans leur nouvelles Baraques. Monsieur Diallo est très content car il a deux baraques qui font chacune 3m30/3m alors qu’il occupait avant une pièce de 4m/3m avec ses enfants.
Madame Kady Diallo vendeuse de petit déjeuner dans le quartier est elle aussi très rassurée de rester sur place pour développer son activité mais de constater l’évolution des travaux du chantier et remercie vivement « Mama Blonde ».
Madame Thilo Ba est une femme transformatrice de produits agricoles et s’active dans son coin avec sa famille à la préparation du Couscous fait à base de mil dont elle a reçu une commande.

The rehousing of the 26 families impacted by the project « Cité Baraka » started since June 28, 2018.
These families joined the barracks built by Baraka craftsmen allowing these families to stay in Baraka according to the wishes of Madame Ambassador Ohoven, their « Blonde Mom ».
The Baraka craftsmen, especially the carpenters and masons, gave their all for the rapid realization of these barracks.
This project « Cité Baraka » which is strongly supported by the State of Senegal through the Ministry of Urban Renewal of Habitat and Living Environment receives the weekly visit of Mrs. Soumaré, President of the Steering Committee.
Indeed, after relocation of the families impacted by the construction of the buildings, Ms. Soumaré visited the site to check their living conditions in these new barracks which are only temporary.
The displacement of the populations will enable the company IC SUARL to be able to pursue properly its construction work and to widen their perimeter of safety. Now the area of the North and South zone of the site is completely freed to facilitate the construction of the first six buildings.
Outside the State of Senegal, the « Cité Baraka » project is also monitored by partner Casa Orascom. On June 24, 2018, Mr. Stefan Zingerle and Alex Calderoni visited the site and the rehousing site of the affected families.
After a visit to the relocation site, the partners decided to expand the site by moving households from the East and West zone of the site.

Le relogement des 26 familles impactées par le projet « Cité Baraka » a démarré depuis le 28 Juin 2018.
Ces familles ont rejoint les baraques construites par les artisans de Baraka permettant à ces familles de rester sur place à Baraka selon les vœux de Madame Ambassadeur Ohoven, leur « Maman Blonde ».
Les artisans de Baraka, surtout les menuisiers et les maçons, se sont donnés à fond pour la réalisation rapide de ces baraques.
Ce projet « Cité Baraka » qui est fortement soutenu par l’état du Sénégal à travers le Ministère du Renouveau Urbain de l’Habitat et du Cadre de Vie reçoit la visite hebdomadaire de Madame Soumaré, Présidente du Comité de Pilotage.
En effet après le relogement des familles impactées par la construction des immeubles, Madame Soumaré a visité le site pour vérifier leurs conditions de vie dans ces nouvelles baraques qui ne sont que temporaires.
Le déplacement des populations va permettre à l’entreprise IC SUARL de pouvoir poursuivre convenablement ses travaux de construction et d’élargir leur périmètre de sécurité. Désormais l’espace de la zone Nord et Sud du chantier est complètement libéré pour faciliter la construction des six premiers immeubles.
En dehors de l’Etat du Sénégal, le projet « Cité Baraka » est aussi suivi par le partenaire Casa Orascom. Le 24 Juin 2018 Monsieur Stefan Zingerle et Alex Calderoni ont effectué une visite du chantier et du site de relogement des familles impactées.
Après une visite du site de relogement, les partenaires ont décidéd’élargir le site en déplaçant les ménages de la zone Est et Ouest du chantier.
Les artisans surtout les menuisiers et les maçons sont à pieds d’œuvre pour la phase II de la construction des baraques…

The president of the steering committee of the « Cité Baraka » project Ms. Soumaré paid a visit to the construction site in Baraka on Thursday, May 24, 2018. This visit was facilitated by the team of HOPE’87 Senegal, a local partner of the YOU Foundation in Germany and the Baraka Development Committee.
As a reminder, this steering committee was set up by the Ministry of Urban Renewal of Housing and Living Environment to facilitate the implementation of this project which is very dear to Mrs Ohoven.
Ms. Soumaré discussed with the site manager Talla Diop and the director of operations Mr Kane of the company IC Suarl who specified that the site is in phase of installation with the preliminary orders.
This is the sand dune site supply for 20 m3, 3/8 basalt concrete for 20m3, 8/16 basalt concrete for 8m3, cement for 4 tonnes, 8 for 3 iron, 5 tons, iron of 10 for 1.5 tons, iron of 12 for 2 tons and iron of 14 for 0.3 tons.
According to Talla Diop site manager, the current job is to dig holes called building footings for a depth of 2m and a width of 1.5m to 2.20m.
For each building, only half of the footings were dug.
Workers who are on average 20 people a day are confronted at the moment of the work with the presence of the connecting pipes of the ONAS (National Office of the Sanitation of Senegal). The chair of the steering committee suggested that IC SUARL approach the ONAS to transfer the connecting pipes.
After the site visit, the chair of the steering committee held a working session with the team of IC SUARL, the members of the Baraka Development Committee and the HOPE’87 team in Senegal. During this meeting, Mrs. Soumaré informed the company IC SUARL that the work is late and will be late compared to the delivery time if no solution is found.
Site manager Mr. Diop responded by noting that the relocation of affected families had slowed down the work considerably.
This is how the Baraka Development Committee, in connection with the craftsmen of Baraka, decided to get their hands dirty by proposing to build much cheaper Baraques.
This initiative is taken on a consensual basis with the 26 affected families so that the work can be done in good conditions.
La présidente du comité de pilotage du projet « Cité Baraka » Madame Soumaré a effectué une visite du chantier à Baraka le Jeudi 24 Mai 2018. Cette visite a été faciltée par l’équipe de HOPE’87 Sénégal partenaire local de la YOU Foundation en Allemagne et le comité de développement de Baraka.
Pour rappel ce comité de pilotage a été mis en place par le Ministère du Renouveau Urbain de l’Habitat et du Cadre de Vie pour faciliter la mise en œuvre de ce projet qui est très cher à Madame Ohoven.
Madame Soumaré a discuté avec le chef de chantier Talla Diop et du directeur des opérations Mr Kane de l’entreprise IC Suarl qui ont précisé que le chantier est en phase d’installation avec les commandes préliminaires.
Il s’agit de l’approvisionnement du chantier en sable dune pour 20 m3, en béton basalte de calibre 3/8 pour 20m3, en béton basalte 8/16 pour 8m3, en ciment pour 4 tonnes, en fer de 8 pour 3,5 tonnes, en fer de 10 pour 1,5 tonnes, en fer de 12 pour 2 tonnes et en fer de 14 pour 0,3 tonnes.
Selon Talla Diop chef de chantier, le travail actuel consiste à creuser des trous appelés des semelles des immeubles pour une profondeur de 2m et une largeur de 1,5 m à 2,20 m.
Pour chaque immeuble, seule la moitié des semelles a été creusée.
Les ouvriers qui sont en moyenne de 20 personnes par jours sont confrontés au moment du travail à la présence des tuyaux de raccordements de l’ONAS (Office Nationale de l’Assainissement du Sénégal). La présidente du comité de pilotage a suggéré à l’entreprise IC SUARL de se rapprocher de l’ONAS pour transferer les tuyaux de raccordements.
Après la visite du chantier, la présidente du comité de pilotage a tenu une séance de travail avec l’équie de l’entreprise IC SUARL, les membres du comité de développement de Baraka et l’équipe de HOPE’87 au Sénégal. Lors de cette rencontre, Madame Soumaré a fait savoir à l’entreprise IC SUARL que les travaux sont en retard et seront en retard par rapport au délai de livraison si aucune solution n’est trouvée.
Le chef de chantier Monsieur Diop a répondu en signalant que le relogement des familles impactées avait ralenti considérablement les travaux.
C’est ainsi que le comité de développement de Baraka en rapport avec les artisans de Baraka ont décidé de mettre la main à la patte en proposant de construire des Baraques beaucoup moins chères.
Cette initiative est prise de façon consensuelle avec les 26 familles impactées pour que le travail se déroule dans de bonnes conditions.
